People, Planning, and NTP's: Strategies for Accelerating DAS Approvals - PACIFIC BALLROOM B/C
In the realm of wireless infrastructure, the “Notice to Proceed” or NTP is the golden ring – the approval upon which the authority to commence construction hinges. However, the approval process is multi-faceted and can be fraught with uncertainty and excessive delay. At a time when “speed to market” is zeitgeist, a provider’s track record in securing NTPs is a market differentiator. Often the key to accelerated deployment rests with the provider’s ability to build trust and establish a relationship with those who can make or break the project. Join this panel of veterans as they share their strategies for building and managing relationships with building managers, wireless service providers, utility companies, municipal authorities, community opinion leaders, and a host of other stakeholders who are in a position to either accelerate or jeopardize the NTP.
Moderator: Ed Donohue, Partner, Donohue & Stearns, PLC
Panelists:
• Daniel C. Agresta, III, Vice President, Business Development – DAS, American Tower Corporation
• Bradley Baumann, Vice President, OSP Operations, Advanced Communications, Inc.
• Ron Bilodeau, Staff Contracting Agent and Supervisor, Joint Use, Nevada Energy and Immediate Past Chairman of the Utilisite Council Board of Directors

The Developing DAS Legal and Regulatory Landscapes - PACIFIC BALLROOM B/C
Sponsored by Davis Wright Tremaine LLP
The developing legal and regulatory landscape governing wireless communications facilities is a complex patchwork of legal interpretations, rules, and regulations at the federal, state, and local levels. They do not lend themselves to broad or easy applications, particularly with regard to newer or non-traditional network topologies, such as DAS. This constantly changing environment has risen to the top of many industry professional’s most significant challenges list. In this session, top legal advisors and government affairs strategists will analyze recent case law and emerging public policies and discuss their implications for the DAS industry.
Moderator: T. Scott Thompson, Partner, Davis Wright Tremaine, LLP

Collocating Multiple Radio Services, Protocols, and Applications on a Single Inbuilding DAS - PACIFIC BALLROOM B/C
As municipalities incorporate public/life safety communications mandates in their building codes, developers, building owners, and CIOs are assessing the feasibility of looking beyond passive networks to DAS as a platform for all wireless services – public/life safety, commercial wireless, WiFi, enterprise applications, etc. However, as the inbuilding DAS experts on this panel will explore, before deciding whether to layer multiple radio services, protocols, and applications onto a single DAS, numerous factors should be taken into consideration. Effective RF system design is paramount to guard against and mitigate harmful interference and also to manage and prioritize traffic to ensure sufficient capacity and coverage for exceptional performance for each application. Other considerations include cost, potential liability, and implementation issues specific to both new construction and retrofitting existing facilities.
Panelists:
• Bob Butchko, Partner and EVP, Lord & Company Technologies
